had purchased a TVS Scooty in Bangalore in November'2001. I have been
transferred to Mumbai. While transporting the vehicle I paid an Octroi
@ 4.5%. I have also applied for NOC at Bangalore RTO. What else do
I need to pay to get my vehicle registered in Mumbai.

Answers : You
should approach your RTO in Mumbai under whose jurisdiction you are
staying now. You will have to show your registration book taxation
book, insurance policy, PUC certificate and the NOC obtained from
RTO Banglore alongwith Octroi receipt. If your vehicle is older than
30 months the RTO will transfer the vehicle immediately, if the vehicle
is not very old you will also have to pay entry tax as per the Maharashtra
Rules. Also you will have to pay the Life Time Tax as stipulated by
the state and later you can obtain refund from Banglore RTO

the traffic movement is very very fast in a city like Mumbai it is
not possible to have an updated website to give the latest information.
They plans to introduce real time traffice information system which
however, will take few more years before it becomes reality in Mumbai

would soon be shifting to Mumbai for 1 year and like to take my car
along. Could you pls let me know the process to be followed to take
the car. My specific concerns are: 1. Should I pay octroi when I enter
Mumbai. 2. If yes, when I leave after a year can I get the same re-funded.
3. Should I register the car in Mumbai. 4. If yes, can I get road
tax refund from Bangalore RTO. 5. What are the documents I should
carry with me. 6. Should I obtain an NOC from Bangalore RTO. 7. What
would be the octro, road tax and other staruatory charges I will have
to pay in Mumbai. Pls address my queries at the earliest. Thanks &

Answers : If
you are going to stay at Mumbai for more than 1 year, you have to
get NOC from your present RTO and get the vehicle re-registered at
your new RTO at Mumbai. You have to pay Life Time Tax in Mumbai and
after that you can apply for refund from your old RTO. If you are
going to use the vehicle more than one year in any state you have
to register / re-register the vehicle in that state. If you proposed
to stay more than three months but less than one year you have to
inform your new RTO in Mumbai and pay some certain road taxes. For
re-registration you have to produce your vehicle physically alongwith
all documents together with the NOC.

paid the road tax in his place. My question is to use that bike do

Answers : You
have to pay road tax in Banglore besides registering your vehicle
at Banglore where you as I understand, proposed to stay now. However,
you are entitled to part refund of the Road Tax paid in Rajasthan.

scooter is on my brothers name, He lives abroad. our nephow was driving
this scooter and met with an accident with pedestrian(75 yrs). He
admits him to Hospital and later in the evening he expires in the
Hospital. Nephew has paid all the expenses 10,000 Rs to the family
while admitiing him to the Hospital. What shall nephew do ? Insurence
was valid but on my brothers name. How much insurence will pay ? nephew
has not informed the Insurence people yet ? Police and Hospital has
record say that this ??-??-???? scooter has hit him . How do we solve
this problem ?? Please help soon

Answers : As
per the insurance law an insured vehicle can be given to another person
for driving provided he has a valid driving license. If you nephew
had the driving license on the date of accident, there should be no
problem in moving to insurance company for claiming compensation.
The insurance company decide the quantum of the compensation factors.
It is however, mandatory for the owner of the vehicle to inform the
insurance company as early as possible. Please do it now without further
loss of time.

on the registration plate will become mandatory only from the next
year. The Government of India is working on various details, specially
in respect of suppliers. Please wait till then

name & Before i changed it to my name, I lost the Original RC book.
In this Circumstance, how can i get the original RC Book. Please provide
me your suggestion.

Answers : You
should have got your name changed on the documents as soon as you
had bought the motorcycle. Now you should get in touch with the previous
owner and request him to apply to the RTO where the vehicles is registered
and request for a duplicate RC book. You will have to give a copy
of the lost report lodged with the police station and show other documents
such as tax certificate, insurance certificate and PUC.

have lost my driving licence. Is there a simple procedure for getting
new one issued? Photocopy of lost document is available with me.

Answers : Since
you have a photocopy of the lost Driving license, there should be
no problems in getting a duplicate one. You should apply to your RTO
from where the original driving license was issued to you and also
submit alongwith the application a copy of the complaint made by you
with the police station, copy of the lost license and three copies
of photographs.

I am living in Mumbai and driving a Premier Padmini car manufactured
in 1990. Could you kindly clarify the applicability of the new seat
belt rule with respect to the year of manufacture of the vehicle ?
My car does NOT have either front or rear seat belts. Is it now mandatory
to get at least front seat belts fitted in my car ?

present there are no guidelines regarding seat belts for the cars
before 1st April 1994.
