ANURAAG KHANDELWAL's query :Sir, Thanks for your reply to my query vide your email dt.23rd instant. I am physically handicapped. My left leg is affected the most and in which I wear callipers. My right leg is O.K. though affected the damage is minimum.I therefore can use this leg for accelerater and partially for foot brakes. My upper body is O.K. and hve no problem for stearing etc., I am presently using scooter with side car. I would be obliged if you can give addresses of Car manufaturers who would manufacture or modify the old car for me. Thanks and with Regatrds. Anuraag
Dr. Pasricha Answers : Indiacar apologises for the delay in reverting. Referring to your disability more on the left leg, you need a vehicle with a hand clutch. These vehicles can be designed on personal requests to the desired vehicle manufacturers , who do cater to such requests and provide a vehicle.Later this vehicle needs to be certified and approved by the Spastics Society of India which is at Haji Ali.Once they certify the vehicle you can approach the RTO with the Certified Certificate for registration. Dinesh Goel's query :Could you please tell me the process of obtaining an international driving licence and also getting a car ownership transferred.
Dr. Pasricha Answers : Indiacar apologises for the delay in reverting. To get a International Driving License and for traferring of ownership please find the details mentioned as below. INTERNATIONAL DRIVING LICENSE: International Driving permit (IDP) can be issued by any RTO or motoring associations authorised by the Government. Th period of validity is one year. Some countries prescribe certain local regulations which must be complied with. Before going in for a full fledged license, you have to apply for a learner's license for the purpose of learning and then has to be tested before a permanent license can be granted. A learner's license is valid only for a period of 6 months. If the driving test for a permanent license is not passed during this period, a fresh learner's license needs to be obtained. The training syllabus is laid down in Rule 31, CMV Rules. The test for the issue of a permanent license is conducted after a minimum of 30 days from the date of issue of the learner's license. In case of failure, a retest can be requested but not before a period of 7 days. TRANSFERRING OF OWNERSHIP: When the ownership of a vehicle changes, the original owner (transferor) must inform the RTO with whom the vehicle was registered, within 14 days In case the new owner resides or has a place of business in the jurisdiction of any other RTO, such an RTO will also have to be informed by the transferor If the RTO in whose jurisdiction the vehicle is being transferred is in another state, then the transferor must obtain a NO OBJECTION Certificate (NOC) from his RTO and forward it to the RTO in whose jurisdiction the new owner stays An application for NOC must be accompanied by : ·A certified copy of certificate of registration ·A certified copy of insurance certificate ·Evidence of payment of all taxes up-to-date The new owner (transferee) must inform his RTO within 30 days and send the certificate of registration for the endorsement of ownership in his name The certificate of registration must be accompanied by valid insurance, evidence of tax payment, proof of address and NOC if required At the time of registration or transfer of registration, the vehicle is required to be produced before the RTO No transport vehicle shall be transferred without a valid certificate of fitness Where the seller does not want to retain his insurance policy, his insurance will be deemed to be transferred in the name of the new owner at the time of transfer of the vehicle. However, the new owner must inform the insurance company and get documents transferred in his name within a period of 14 days Caution: It is in the interest of the seller that the concerned RTOs are intimated as early as possible, with evidence of such information (registered post, receipt etc.) If such intimation is not made and the vehicle is involved in a crime, accident or traffic violation, the authorities will hold the original owner responsible

 
Ashish rane's query :well, what is the catalytic converter? i am buying a maruti 800 (attg) sai service told me that its euro 1 compatible as catlytic coverter is improved?

Catalytic Converter can be defined in the below mentioned manner. 1) Carburettor Retuned. 2)Secondary Air Intake. 3) EGR (exhaust gas circulation). 4) Doubling the size of the Catalyser. 5) Trimetal Coating in the Catalyser. The Euro Norms require the car manufacturers to reduce the existing polluting Emission Levels in a more efficient manner by making certain technical changes in their vehicles.

 
Durgesh Nadkarni's query :Dear Sir, I would like to know if the LPG coversion for passenger cars is legally permissible. There are a couple of ad. in popular car magazines that offer these conversion and claim that they are legal. If it is not legal then why is the Govt. aythorities not making it legal ( after proper checks to see it is properly done by authorised vendors ). Why is CNG legal and LPG not legal ? Thank you. Dr. Pasricha Answers : CNG for vehicles is legal because of its compliancy to the norms and regulations laid down by the Government. However, the LPG is not legalised due to certain non-compliancy and risks involved. The government is still considering the proposal of CNG to be made available for the passenger cars.

 
Navneet Aggarwal's query :can a common man or a alert civilian report to the rto authority if he sees a vehicle which is emmiting too much fumes the vehicle no. How can it be done and whome should be contacted.
Dr. Pasricha Answers : Indiacar apologises for the delay in reverting. Yes, you are welcome to do that. You will have to report to your local RTO or to the RTO of that concerned division. You will have to report the exact TIME/DATE/PLACE and the action will be taken.

Dr. Pasricha Answers : LPG Kit is not permitted to be fitted on any passenger cars .However the Government is still considering and looking into the matter.

SUNIL GOENKA's query :we face severe problem at the junction of regal circle.i have informed several times the police man on duty but it seems they arenot concerned.this problem can be explained only at site. is it possible to meet at the actual site to explain the problem at fixed time and date.i would like to meet and discuss directly with you or with someone who actually understands traffic management.reply.

Kindly lodge your woes and discuss your problems with the Additional CP (Traffic) at the Headquarters in Worli and contact nos are-4940303. If the problem is a minor one, you can complain with the Traffic PI at 'A' Division in the OCS section of your area.

 
Atul Bakale's query :we owned a ambassador car MH-03-H-151. in our cos.name A.K.enterprise.now we have sold the car to Mr. Nair while applied for transfer of name to the worli RTo they have asked for the tax paid receipt of the first year in which the car was firstly reg.we do not understand the purpose of asking the receipt.secondly if the car is reg. and the r.c.book along with tax book is issued it seems that the tax is paid while buying the new car from the showroom.the car is reg.in may 94.after the introduction of one time tax in oct.96 the same also been paid by us.now as the transfer is held for the no reason.as we have lost the first tax receipt the matter is pending. sir, kindly guide in this matter and give proper source to clear the matter.
Dr. Pasricha Answers : Indiacar apologises for the delay in reverting. Since, you have paid the One Time Tax in 1994, there is no reason for you to produce the Tax Receipt again. There might have been some communication gap so kindly go and meet the RTO Ghatkopar for having your problem solved.
