Also check if the One time Tax and the Insurance papers are valid.Also if the vehicle has been taken on loan/lease, the same has been paid off.Check if the PUC certificate of the vehicle is valid. Finally, you need to verify if the vehicle is not met with a accident.

I want to know if he can get an international driving licence in India. If yes, what is the procedure of getting it. Is every RTo authorised to issue international deriving permit?

You are eligible to get an International Driving License from RTO provided you have a valid Indian Driving License i.e valid for minimum one year and valid passport. You will also need two copies of your photograph. The International Driving License is entitled to any country for a period of one year at a time.

query :A traffic police person on duty at naka is not controlling the traffic infact they stangd at a hiden place after the naka.How the dipartment can put them on the job, instead of a watch dog and collecting money from the signal Jumpers/scootrist not having proper PUC paper.
2)when the signal is changed to ORANGE colour,at that time the car approaching the signal at good speed instead of applying sudden break and stoping ,passing the orange signal,Is this is punishable.Whether the traffic police on duty can empower the licence and asking the driver to come to the court to collect the driving licence.Is it correct? In my Knowledge the traffic police on duty has put the fine or note down the details of the licence and the vichele number and hand over lincence back to the driver/party.Later on send notice to pay the fine.

1) If you are a law-abiding person why should you worry if a traffic police stands in a hidden place. RTO have been using various techniques to bring a better discipline. This technique is one of them and is very effective in a country like ours where discipline is rather poor.
2) The orange colour is a part of interchange time which facilitate the vehicle that can cross the junction before the red signal operates, safely. If you are sure you can cross the junction before the red signal, then only you try, otherwise you are expected stop.

I HAVE NOTICED THAT THE RULES MADE ARE FOLLOWED BY ONLY WE LAW ABIDING CITIZENS. e.g.(1)LANE CUTTING WAS CHECKED FOR ONE MONTH BY THE POLICE, BUT LATER NO ONE CARES HOW ANY ONE DRIVES. (2)MUSICAL HORNS - NO BODY CARES WHO HAS THEM(3)REFLECTING FILMS & VERY DARK FILMS- I HAD THEM REMOVED FROM MY CAR BECAUSE THE RTO PASSED A LAW AGAINST THEM, BUT QUITE A FEW CARS ARE HAPPLY DRIVING THE CARS WITH THEM STILL ON. WHAT DO WE DO ? KINDLY SUGGEST.
I HAVE A BANNER FOR ALL HAPPY CAR DRIVERS "PRETEND THAT YOUR CAR HORN IS NOT WORKING FOR A DAY..... YOU WILL BE THE BEST DRIVER ON THE ROAD ON THAT DAY". THANKS, ANIL.

Answers : LPG is not recommended to be fitted in any vehicles as it is illegal to do so and is punishable under the Indian Motor Vehicles Act.
The government is still considering the proposal for the same.
You can have a CNG KIT installed in your petrol vehicle and RTO also encourages for the same.
