I was stopped by a traffic constable on the vileparle east high way for jumping the signal, a crime i did not commit. nevertheless the officer insisted to impound my drivers licence and collect the same on the payment of Rs.100 from the santacruz chowky. i insisted on paying on the spot, explaining that i being a working man could not come between 9am to 5pm to collect the licence. All this fell on the deaf ears of the policeman. the entire experience left me frustrated and helpless against the noxious policeman.
i have also observed that the policemen are on a rampage and are out to collect the fines and that too without giving the motorist a chance to explain.
Secondly, most of the signals are either not working, or there is banner,advertisement etc obstructing the signal and most of all there is no demarcation of the lines whatsoever.
Please enlight me on your novel working of the department.

At the time of registration in another state, you will have to show the car documents such as registration, taxation, insurance and PUC certificates in original. You will also have to obtain NOC from your old RTO and to produce the same to the New RTO. The vehicle has to be physically shown to the New RTO.

query :Dr. Pasricha, the road manners of the driving fraternity in Mumbai has deteriorated drastically during the last few years, especially after the introduction of the small cars. Added to that is the casual manner in which the learner drivers are tested and awarded licences. You must have seen how driving tests are conducted and traffic rules are observed in the UAE and the US. Why can we not have such stringent testing procedures here?
I have another question for you. Drivers, especially BEST and ST drivers, are seen to blatantly ignore the signals at pedestrian crossings. They move as soon as the pedestrian's signal turns red and starts blinking, not waiting for their own signal to turn green. Therefore, during such an interval, if an errant windshield or headlamp comes into violent contact with a stick which I may happen to carry, whose fault would it be?. Would you encourage pedestrians to do the same? I assure you the drivers would start obeying the rules very soon. I drive too, obeying the rules, so I do not see why others should not.

We have to take drastic measures, particularly on enforcement and traffic education to improve the situation. Unless the driving license system is computerized like the passport system and point demerit system to suspend or cancel driving license of frequent violators is introduced, situation will go out of hand. I have already advised the Government of India and perhaps some thing positive will come out soon.

query :Hello Dr. Pasricha,
Its good that the transport dept. is taking initiative to control the pollution cused by vehicles. There is also one more traffic hazard and that is the non-working tail and break lamps of vehicles. Nobody is serious about the conditions of these lamps. There was a suggestion that the traffic inspectors should fix an ordinary reflector on the defaulter vehicle and charge atleast 5 times of its price. Another major problem in mumbai is the creeping vehicles at the signals. Nobody seems to be stopping at the signals and if you stop, then people behind you start honking and literally laugh at you. I think they are not afraid of getting caught becasue they know that even if they get caught, its not difficult for them to escape by doing...you know what. The white lines next to the zebra crossing seem to have lost their importance. I have written many e-mails thru the Mumbai Police site but there has been no responce to my mails. I hope at least this one reaches you.

There was never any move to authorise the traffic officer to replace the non-working tail lamps and reflectors by new once at a price 5 times higher. This will be highly illegal. The penalty for this offence is Rs.100/- and is what the traffic officer can charge. I fully appreciate your concern about the poor traffic culture in our country. Traffic education is the only answer. In fact, I have proposed to the State Government to incorporate the traffic culture in the school level itself.
