Answers : For the first one year of registration of a new car, you are not required to obtain PUC certificate. Thereafter, you are supposed to subject your vehicle for PUC test every six months.

query :Sir, I am an Indian citizen now employed in Malaysia and will be here for a year or two. I am holding an Indian driving licence which was issued in Gwalior ( where I was previously employed and this was in continuation with my earlier licence issued in Kalyan, Bombay in 1991) and this expires sometime next year. I belong to Kerala but at the moment I am not having any permanent resident anywhere( I have purchased a flat in Mangalore where I am likely to settle down years later). Kindly let me know how I should go about in renewing my licence from here. I am driving here on the basis of a Malaysian driving licence which has been issued to me based on International licence brought by me from India. Thanks, Maller

query :The Ministry of Surface Transport (Transport Wing) has published a Notification in The Gazette of India dated 18.3.99 bringing in amendments to The Central Motor Vehicles Rules, which will be referred as Central Motor Vehicles (Amendment) Rules, 1999. Rule 138 Section 4 stipulates :
On and after expiry of one year from the date of commencement of the Central Motor Vehicles (Amendment) Rules, 1999, the driver of every vehicle shall ensure that the following items are carried in the vehicle, namely :
(d) First aid kit containing a tube of antiseptic cream containing 0.5% of Cetrimide BP in a non-greasy base, sterilized dressings, sterilized elastic plaster, water-proof plaster, gauze and elastic bandage for wounds and burns.
The action deadline is therefore 18th of March 2000.
Is this going to apply to OLD as well as NEW vehicles ?
Will it apply to Trucks , Auto-rickshaws, 2-wheelers as well ?

Answers : This rule is applicable only to the public service vehicles i.e. Bus, Taxi, auto etc. it does not apply to non-transport vehicles. Unfortunately the enforcement department is not taking it seriously either.

Answers : Handicapped can go for a specific type of vehicle depending upon his disabilities. You can even import a specially designed vehicle for your use. Certain concessions in excise, duties etc. are permissible. As they keep changing I advise you to get in touch with the Commissioner or Dy. Commissioner of Customs. The RTO office can also guide you on your specific requirement.

query :I would like to know who authorizes the construction of speed breakers on roads and on what considerations. A case in point is the speed breakers raised on either side of the gate of The Club , Opp. ESIC nagar, Andheri (West), Mumbai 53. ne fails to understand why the traffic proceeding on a main road should be subjected to speed breakers in order that the cars emerging out of a private club have the right of way. This will surely become a precedent and in the near future, speed breakers will have to be provided outside numerous clubs, hotels, restaurants, etc.

Answers : Addl. C.P.- Traffic, Mumbai decides and authorizes construction of Speed Breakers in the jurisdiction of Greater Mumbai. I agree that too many speed breakers are not desirable. Certain norms have been laid down by the ----------- which are unfortunately not being followed for various reasons, including local pressures. Moreover, Speed Breakers must confirm the international specifications.

Answers : Insurance is mandatory for every vehicle. It is a serious offence not to insure your vehicle, at least a third party insurance. The violation can render punishment. The penalty is Rs.1000.
