Ankur Aggarwal's query :Our car is registered in Haryana as we used to live there but now we have a residence in delhi and want to get the car registered in delhi. So what's the procedure for this. For your information I must add that we have a EURO I complient Santro (Model Yr.1999).
Dr. Pasricha Answers : You have to get a new registration number from the RTO at Delhi. You should obtain NOC from Harayana before sending your car to Delhi.

 
V S Narayanan's query :Sir, 1) I believe the Licence Issued in New Delhi are in the from of Cards (like credit cards). These are very easy to carry unlike the booklet type issued in Bombay. Why is Bombay (or for that matter all over the country) not adopting this card type licence? 2) For the purpose of learning can't we have something like simulated driving schools which can help a person learn without fear. This can also help a person improve his/her driving? For getting a driving licence is it necessary for someone to drive on the roads? If we have simulated driving schools that can replicate the road and traffic conditions one can probably make a better driver out of even an average person? 3) Is such simulated driving schools available any where in the world?
Dr. Pasricha Answers : The issue of laminated driving license is discontinued by Mumbai RTO since last about five years due to some administrative problems in finalising tenders. It is likely to be reintroduced shortly. It is not mandatory for the applicant of non-transport vehicles to learn driving from a driving school. So long as he can pass the driving test successfully, it is sufficient for him to become eligible for the driving license. The simulated driving schools are operating in most countries like USA, Europe, Japan etc.

 
Chetan's query :What are the designations of the traffic cops that are on duty on the ROADS to catch erring drivers? And what are their powers?
Dr. Pasricha Answers : Normally the traffic cops on duty on the roads are Constables. Other Sr. officers are Police Naik, Head Constables, Asst..Sub.Inspector, Sub Inspector, Inspector, A.C. P., D.C.P., and finally the traffic chief in the rank of additional DCP. All these ranks have powers to catch the traffic violators. On spot fine and compounding of the vehicles can be done only by the cops having a minimum rank of Police S.I. and above.

 
Neeraj Singhal's query :I have a comprehencive insurence of my scooter. In case of an accident what should be the sequntial steps to claim the damage and what are the things which should or should not be done.
Dr. Pasricha Answers : If any accident takes place you must inform the nearest police station within 24hrs. Also inform insurance company. You should get in touch with the surveyor appointed by the insurance company and get the damage assessment done. Thereafter you can get the vehicle repaired with the authorised workshop or with the permission of the insurance company at your private garage.

Dr. Pasricha Answers : As soon as an accident is reported, you should inform the nearest Police Station within 24hrs. And also you’re insurance company with in seven days. You should approach the nearest office of the insurance company for spot survey. After the survey, the vehicle should be immediately garaged. Estimate of the loss/damage along with the claim form should be sent to the Insurance Company promptly. The Insurance Company will then depute its surveyor for the final settlement of the compensation.

Dr. Pasricha Answers : Customs duties can be vary from time to time. It would be better to get in touch with the Dy. Commissioner of Custom to obtain more details. As registration charges vary from state to state you should get in touch with the RTO who will be able to guide you.

 
Mr E.T.Rodrigues's query :I am intending to buy a second hand honda city 98 model and would like to know what is the procedure re transfer :- as the owner of car has recently expired and the son intends to sell same. The car has been hypoticated with Country wide finance.The son is willing to clear the balance dues. Is there any special procedure for transfer of such cars where owner no longer exist. What is the procedure and special points which I have to note. Thanks a lot. Best regards,
Dr. Pasricha Answers : If it is hypothecated you have to obtain NOC from the Finance Company if the son is its only the legal hire who can legitimate claim. Normally …. is to be issued and after the expiry of the 30 days only the Court will permit you to get the vehicle transferred in the name of legal hire.

 
Murali menon's query :I am having new maruti van 8 seater purchased in jan 2000. Dealers says that is is MEP II covered with euro 11 like that and I don't have to take the PUC certificate, is it correct or it is necessary that i have to take the puc.
Dr. Pasricha Answers : PUC certificate, irrespective of compliance of any Euro norms, you have to obtain every six months after the car is more than one year old. There is no provision for any concession.

H N Wadghule's query :My company has a Tata Sumo registered in Pune (Maharashtra). The One Time Tax (Triple Tax for company)has been paid in Pune RTO The vehicle is to be sent to Ankleshwar (Gujrath) for use by project engineers. The project period is uncertain. If everything goes well, the project could be completed within 3 to 4 weeks. However, if there is a change in scope or due to delays, it could increase upto 5 to 6 months. What RTO formalities do we have to complete? Can these formalities be completed after getting some indication of expected time frame, say a 7/8 weeks after the vehicle is sent there?
Dr. Pasricha Answers : Since you are going to use your car in Gujarat only for few months, less than a year, you need not register your vehicle in Gujarat. You may just inform the RTO in-charge of Ankleshwar (Gujarat) and pay some small amount as road tax for that period.
