query :Dear Dr. Pasricha,
I am physically handicapped. My left leg is amputed below knee and using artifical limb.
I have no problem in walking, driving etc. I can drive two wheelers same as a normal person.
When I approved to RTO office for driving licence then they refused and said that you can get only for three wheeler licence.
Sir, I am interested in getting two wheeler licence. Please help me.

Answers : Although a handicapped person is eligible to get a driving license, it is RTO who decides what type of vehicle he can safely drive. If the RTO feels that you will not be able to safely drive a two-wheeler, you have to accept the judgement.

query :According to you, what is the right of way at roundabouts? Have our traffic policemen any clue about it. I thought it was 'do not enter till clear from your right'.I have seen this practised all over the world( where UK system/left side driving is used).
Why are the specific information boards placed so close to the junctions at inappropriate heights that motorists find it impossible to take the right action, thus creating further hold ups?Cant the powers that be see something as elementary?Or is failure of implementation our national passion?.
why cannot we enforce a 'yield to the right system'?.we might as well change to right side drive!

Answers : At roundabouts, vehicles already in the circle have the right of way over the vehicles entering it. While in the roundabouts, motorists on the right should be given way. The signage system in our country including in Mumbai is far from satisfactory, mainly due to paucity of space and to many roads and high cost. A study conducted some time back shows that if Indians change to right side driving it would involve an expenditure as high as 15000 crores. It will involve change geometry of junctions, fly-over, signals and many other factors.

query :Why is it that Cycles are allowed to break every trafic law in the book? When it is a known fact that they are a major cause of accidents on the roads, Cops terna blind eye when bicycle break signals?

Answers : Admittedly, poor enforcement is responsible for encouraging cyclists to violate the law. Serious views should be taken by all traffic officers.

Answers : Yes. It is mandatory to re-register your old vehicle after the age of 15 years.

query :i recently purchased a 1997 Maruti 800DX for Rs. 1.70 Lakhs.
The previous owner had taken a comprehensive insurance for a value of Rs. 2.55 Lakhs.
The renewal of the policy is due next month. Isn't it practical to insure at the current market rate of about 1.70 lakhs than continue with the original value of Rs. 2.55 Lakhs

Answers : It is always advisable to insure your car at the proper market value, neither more not less. As per the latest insurance policy, you are eligible to get compensation in case of an accident at the market value only.

query :I was caught yesterday with my vehicle TATA Sierra and founf it had crossed the limit of PUC. I had checked it in January and found tha it was 40 Hatridge units and given 6 months certificate. Now the inspectors tell me that they have been told to charge Rs. 1000/- for this checking and finding the car above limits. They should in all fairness allow me to redo my car and get it rectified as this is usually the case with Diesel cars. The exhaust gets chocked and when checking it is found above limits. It has happenned to me twice already on my own and then I had to clean the exhaust system and then it was found OK. Please let me know whatto do. I am getting it rectified but teh inspectors tell me that if found again above limits they will fine me again. Please let me know what to do in such circumstances. They produced the High COurt order and I paid them as they were doing their duty.

Answers : I agree with you that once you have obtained a PUC certificate from an authorised station you should not be harassed for a period of six months for which the certificate is valid. I am given to understand that some officers are harassing drivers even if the have valid certificate. Somebody will have to take the initiative and move to the High Court.

Answers : There are printed purchaser seller documents that are available with the RTO. Please get them filled up and obtain the signature of the purchaser and seller. You should get the car transferred in the name of the new owner and inform the RTO accordingly.

query :Why do our city roads not have clearly defined lanes, unlike other countries? This would ensure a certain amount of discipline amongst drivers. Furthermore, I have noticed the pavement dividers especially at Haji Ali are periodically destroyed, maybe intentionally. Please comment.

Answers : I agree that the line marking is the most cost effective safety devise. Unfortunately, the most durable thermoplastic paints are too expensive for as far as small municipality and poor corporations are concerned. The normal solvent paint cost lower, as compare to the thermoplastic paints. Efforts are being made to manufacture this paint indigenously. Unfortunately we have very poor traffic culture in our country and people do not know the implications of damaging the public amenities.
