MANGESH's query :there is lot of cry over public travelling by private transport such as 6-sitter or M&M jeeps.Why can't Govt.makers over capasity punishabal offence? In this all occupants should be fined same as the driver so public will not allow extra persons to sit in the vehical.This will increase the safty on the roads.
Dr. Pasricha Answers : The number of seats permitted in any vehicles is indicated in the registration book. Over loading is a serious offence. The driver as well as the owner of the vehicle is penalised in such cases.

 
RAJ KAMAL KANSAL's query :I have come to Mumbai for a period of three years. I have paid the OTT in UP. What are the formalities I am called upon to do here in Mumbai. I will go back to UP after three years. My car is 1997 modle M800AC
Dr. Pasricha Answers : Since you are coming to stay in Mumbai for more than three years, it is legally obligatory to get your car re-registered in Mumbai. You will have to pay the Life Time Road Tax in Mumbai and thereafter get refund from your RTO in UP. After three years, if you are going to stay in UP again for more than a year, you have to repeat the same procedure. Sorry, cannot help.

Dr. Pasricha Answers : It is a good idea. Since the PUC equipment costs about Rs.4/5 lacs both for petrol and for diesel it will have to be seen how many garage owners are willing to invest for it.

 
NILAY ARUN's query :what is the legal age for driving a two-wheeler?
Dr. Pasricha Answers : For a two-wheeler up to 50 CC engine capacity, the minimum legal age is 16 provided one of the parent or guardian should sign the application. For engine of capacity exceeding 50 CC, you have to be 18 years.

 
RUSHABH PAREKH's query :Hello Sir..and thank you for the credible work for us mumbai citizens...Sir,My driver accidentally bumped into a pedestrian in a petrol pump at the speed of max.10 km/hr..the police case and the mans medical treatment has been attended to..but the police havaldar at the site booked my drivers licence without even giving him a proper paoti...and when I went with my driver to the rto assistance at mahim,to my shock I found that the havaldar has booked my driver for rash driving and asked for a fine of Rs.500....Kindly help me out as how can a person be driving rashly at 10/km/hr...Waiting for your reply...
Dr. Pasricha Answers : You may not be rash at a speed of 90 km/h but your driving even a lower speeds as low as 10 km/h can be rash if the desired precautions expected from a defensive driver is not taken. It all depends on the situations such as type of traffic, weather, road conditions etc. It is however improper on the Police havaldar not to issue a receipt for impounding the driving license. You must give a written complaint to the seniors and I am sure they will take necessary action. You can get in touch with the ACP / DCP at traffic headquarters at Worli on 4940303.

HARMESH ARORA's query :I had purchased a second hand Cielo-GLE directly fm Daewoo. The car's RC address had address of UP. In order to get the car registered at my resi. add of New Delhi, I obtained an NOC fm RTO Ghaziabad. But due to pollution norms, the car could not be regd. in Delhi, so again I had go ask for an NOC this time fm the Delhi RTO that the car cannot be registered in NCT Delhi; and approached the Ghaziabad RTO for re-registration at a local address. They're refusing to do so. What I want to know is what are my rights thru which I can get the car registered and can it now be registered in Delhi since Cielo is a EURO II compliant car since inception
Dr. Pasricha Answers : I am most confused from the facts given, how and why the RTO Delhi refused to register your vehicle, when it is complying Euro-2 norms. I feel that there must be some other problems that you are not made aware of. I advise you to get in touch with the Traffic Commissioner with all the necessary documents and I am sure you will get the necessary guidance.

 
MUNJAL S K CAPT's query :what kpl should i expect from my accent gls(with ac).
Dr. Pasricha Answers : In ideal conditions, on the Highways with AC on, it should give you about 12-13 km/h but in the Cities it will drop downs to about 10 km/h.

 
SIDDHANT AGARWAL's query :How can I get a international driving licence in India.
Dr. Pasricha Answers : You should apply to your RTO for training in international driving permit that has a life of only one-year. The requirements are a valid driving license, current passport valid for at least one year and copies of latest photographs.
