MANGESH's query :in pune rto have maid PUC certificate compulsory. I have taker new vehical in Jan 2000. I asked the delear he has told I need not take the PUC for six months? I have to take the PUC or not. Kinldly let me know as early as possible.Thanking You, YOurs mangeshpatil@hotmail.com
Dr. Pasricha Answers : The dealer is partially right. You do not require PUC for 12 months (not six months as said the dealer) after the registration of a new vehicle. After one year you have to subject your vehicle for PUC test every six months.

 
USHA's query :sir,what action you propose to those drivers who are rash and do not follow simple traffic rules.i.e. they will be going zigzag manner causing concern to innocent traffic.at time i feel police men should catch them driving at very fast unwarrented speed for no good reason whatsoever and with sterio volume at maximum.
Dr. Pasricha Answers : Rash driving is a very serious offence. The fine can be as high as up to Rs.1000 and/or imprisonment up to six months. Zigzag driving comes under rash driving since it is endanger to other road users. Effective enforcement is essential.

Dr. Pasricha Answers : P U C means Pollution Under Control. For the first one year for a new car, the car does not have to subject to PUC test. However, after one year, you have to obtain PUC certificate every six months

Dr. Pasricha Answers : More cyclist feel that traffic laws do not apply to them. We have to educate the mass to improve this situation.

 
N SHARDA's query :Can you explain us the actual meaning of the yellow light in th etraffic lights. Many of the places I have seen that yellow light comes after the green light and at some places it comes after the red light. Please explain the standard implication of yellow light. Regards, Naveen
Dr. Pasricha Answers : Yellow / amber light is only to ensure a safe transition from green to red and green vise-versa. It is not necessary to incorporate the amber light between red and green, because many motorist, in a country like ours having poor traffic culture, are having trend to roll before the appearance of green light. However, amber light is absolutely necessary between green and red so that motorists at speed can cross the junction safely, without obstructing the safety of others.

 
MILIND ABHYANKAR's query :Can one drive go carts on the streets ?
Dr. Pasricha Answers : You cannot drive Go-crafts on public streets. You can drive if it is registered by the RTO. Go crafts are only sports car. Therefore you cannot drive it in Indian roads.

 
ANAND KUMAR MUKERJI's query :Sir, I own a Fiat UNO car which was delivered by M/S Motorsales Ltd. in 1997. Strangely Fiat cancelled the dealership in the beginning of 1999. Since then there is no dealer in Lucknow and the owners have to take the car for autorised servicing to Kanpur. I have taken up the matter with the company but their attitude is 'couldnt care less' What do you suggest? A.K.Mukerji
Dr. Pasricha Answers : We can understand you appathy and situation. There is not much you can do as the Company itself has discontinued the dealership in your area and is also showing the careless attitude. If I were in your shoes, I would have sold the car and got another car of a different Brand having good after sales service, which would finally give me the deserved ownership experience which should have been there in the first place.

 
K.DIWAN's query :The car used by me Premier Padmini MAR-3485, is a 1983 model owned by my wife,one time RTO tax paid on 31/10/1997 at RTO Andheri West, and is well maintained, kept duly insured up to date. I need to go to Madras now to take up a new project and I need to take this car there. Please tell me sir, (a)Do I need to take permission of RTO Mumbai/ intimate RTO Madras for taking it (b) Do I have to change the registration number {c} Do I need a permit to send it by road thru' a driver/ are there any agencies doing this at a fee? (e) Any other statutory / govt formalities are reqd to be done for this? I shall thank for a prompt reply, as I need to act fast. Thanking you, Truly yours, --K.Diwan (Mumbai)
Dr. Pasricha Answers : Since you are going to stay there for more than three years you have to get a new registration number from the RTO at Madras. You should obtain NOC from Andheri(W) before sending your car to Madras. Car can be sent by road or rake.

Dr. Pasricha Answers : PUC stands for Pollution Under Control.

 
SAMEER KUMAR's query :I would like to have information on issue of an International Driving Permit. My driving License is issued from RTO Hyderbad (West Zone)
Dr. Pasricha Answers : You can get international driving permit for a period of one year at a time from your RTO. You have to show your valid Indian Driving License and Passport. You will also need to submit two copies of your latest photographs.
