KARTIK GANESH's query :Dear Sir, I drive very late at night from bombay to thane. My esteem has good headlights but in the monsson the road lighting often decides to disappear and the headlamps prove to be inadequate. My question is: Is it wrong to fit an extra set of driving lamps (like the hella 500) and what is the permissable wattage allowed for the bulbs. I would be most obliged of you could answer this question. Thank you.
Dr. Pasricha Answers : During the heavy monsoon you may use fog lamps since the visibility is poor. There is no harm in fitting additional lights so long they are white in front and red in rear side. It must be ensured that the light must be adequate that permits the vehicle to stop with a distance of visibility and that focus should be such that it should not blind the traffic of the opposite side.

 
M.CHANDRASEKHAR's query :I am having Maruti 800 (Model 1989). Petrol is very expensive now-a-days. Do you suggest me whether I should go LPG or CNG as alternative fuel. Give me the advantages & disadvantages of these fuels in terms of technical and econonmical aspects? I stay at New Delhi.
Dr. Pasricha Answers : I appreciate that in the years to come you will have to go for cleaner fuel like CNG, LPG, Solar Battery, Electricity etc. CNG kit can be installed and it is cost effective. However, you cannot go a speed of above 60 kmph and the pick up will be slower than the petrol engine. The operational cost will be normally 50 to 60% of as that of petrol engine.

 
SAMIR KHAN KITTUR's query :sir i am going to chennai for my mba and want to take my bike (shogun )with me. But the problem is that all say that if u take your bike to any other state then the registration number has to be changed . is that true.
Dr. Pasricha Answers : Since MBA course is for two years, you have to re-register your vehicle in Chennai. I know it involves many hazards.

 
PANKAJ YADAV's query :i own maruti 8oodx its rear shockers have worn down, mechanic says, only after 12500 kms.is it possible & why?
Dr. Pasricha Answers : Any vehicle, whether petrol or diesel, does not need a PUC certificate for a period of one year after the first registration. Thereafter PUC test is necessary every six months.

 
S DAS GUPTA's query :Sir, I am in the process of selling a second hand car. I have already received the payment and signed the papers for transfer.The paper for release of Hypothecation will be handed over in 2 days. However the purchaser wants that the vehicle be handed over before the process of transfer is completed. The purchaser says that he will sign the Delivery Note on the basis of which I can release the car as my interest are protected. Can I hand over the car without the transfer having taken place. Is my interest protected on the basis of the Delivery note. Please give me an urgent reply. Thanks S Das Gupta
Dr. Pasricha Answers : You should not hand over the vehicle unless the process of transfer is fully completed. In any case the transfer formalities do not take more than 8 to 10 days.

 
T SUNDRAM's query :A handicapped person is allowed to import a foreign car by not paying customs duties. With the excellent choice of Indian made cars available why has this option not been made available for Indian made cars?
Dr. Pasricha Answers : A handicapped person is permitted to imported a foreign car that would meet his specific requirements. Certain exemptions are available. I suggest that you approach the Customs Commissioner's office, who will guide you in the matter.

 
SUNIL JOSHI's query :THE NEW BRIDGES MADE ON WESTERN EXORESS HIGHWAYS,THANKS FOR THAT,BUT THE ROAD DOWN THE BRIDES ARE IN VERY BAD CONDITIONS,ITS MORE THAN AN MONTHS THIS BRIDGES ARE OPEN FOR THE CARS BUT THERE IS NOTHING DONE ON ROAD DOWN THE BRIDGES,I AM TALKING ABOUT THE JOGESWARI,GORAGAM,BORIVALI. IS THERE ANY CHANCE THE ROADS ARE BEEN MADE. I AM REGULAR TRAVEL AT VIKROLI-JOGESWARI LINK ROAD,THERE IS NO REASON TO HAVE TRAFIC JAM BUT EVERY DAY THERE IS JAM,WHAT IS THE REASON. I AM STAYING AT BORIVALI AND COMEING OUT FROM MY RESIDENCE TO MAIN S.V ROAD I HAVE TO CLEAR SHIMPOLI CROSS LEN SIGNAL,I AM BEEN STOPED AND CHARGED BY POLICE TO CLEAR THE SIGNAL IN YELLOW,I AHD LOT OF ARGUMENT WITH THE OFFICER AND THE POLICE CONSTABEL,I AHVE PAID HIM CHARGE OF RS.100/BUT FROM THAT DAY THERE IS NO POLICE MAN ON THAT SIGNAL THE TRACIFC ON THIS POINT IS VERY POORLY HADELED SINCE THERE IS NO POLICE,CAN YOU ADVICE WHAT IS THE SYESTEM TO POST POLICEMAN,IT LOOKS LIKE THE OFFICER IS MORE KEEN TO COLLECT THE FAINS THAN ORGANISE BETTER TRAFIC SYSTEM,SINCE THEY DONT DO ANY THING TO MAINTANIN THE TRAFICE AND WAIT FOR THE PEOPAL TO BRK THE RULE AND FINE THEM. Dr. Pasricha Answers : There are proposals to widen roads up to Dhaiser and later up to Vadodara and Ahmedabad, as part of the Express Highway. Service roads are also going to be constructed fully between Bandra East and Andheri. Works has been taken up. I am sure the situation will improve shortly. If you find any traffic police harassing the public, you have the right to approach the Traffic Commissioner with a specific signed complaint. The Senior officers will take serious actions on such complaints.

 
DR. S.D. SHARMA's query :In one of your replies regarding a speed breaker, you have given the permissible size to be 3.7 m in width and 10 cm in height. However, most of the speed breakers are found to be with steep slopes having much bigger height and smaller width including at toll collection points. What is the remedy? Further, I stay at I.I.T., Powai and often visit my friend in Thane. I go in my car. Every time I have to pay a toll of Rs.15/- while making an exit and entry from Mulund at the toll collection point on LBS marg, despite the fact that I don't use any flyover. Is it fair and logical? I fail to understand as to why people like me who don't use any flyover are forced to pay the toll. Do I have a right to complain under the Consumer Protection Act?
Dr. Pasricha Answers : As regards Speed breakers, it is unfortunately the Engineers do not follow the International standards. They are also to be educated. As regards to Toll Tax, once you enter the Mumbai area you are required to pay toll tax and it is very difficult to distinguish between drivers of different destination.

 
JS Oberoi's query :Can LPG be used in private cars? Is there any detrimental effect on the engine?
Dr. Pasricha Answers : LPG is still not permitted as fuel. It is under consideration of Government of India and very soon, favourable order are likely. LPG is a environment friendly cleaner fuel.

 
DR. TEJAS SUNIL KOTHARI's query :Good evening. Dr Pasricha, I'm Dr. Tejas Kothari, a dental surgeon, currently working at the Dr. D. Y. Patil Dental Institution. Frankly, I am appalled by the traffic situation in Bombay. This is especially true when there are no traffic cops posted around. I have seen people double and triple park, cut lanes blalantly, cut signals etc. This tends to get very frustrating, and specially so if taxi drivers are involved. Sometimes I have tried to bring some offences to the notice of the traffic constables posted there, but only a very few times do they really bother to take acton. The problem is that they don't give us credebility and most often tell us to mind our own business as they are already over worked. I have noticed that there are a couple of Volunteer Traffic Personel wearing white and black posted at various signals assissting the traffic constables. Thus, Sir, I would like to know how to enlist in one of this type of service as I would really like to have these offenders be given the book. Thank you P.S. If possible please E mail the answer instead of posting it on the main page.
Dr. Pasricha Answers : Unfortunately, traffic culture is very poor in our country. Traffic polices are not exempted. We also have to train our own people. Sincere efforts are being made, but you cannot expect improvement overnight.
