Answers : You cannot blacken any part of your headlights. (2) You can send your views to the traffic chief of your city. (3) The first driving license has to be taken from the RTO under whose jurisdiction you are residing. Renewal can be done anywhere in the country. (4) As regards traffic rules, you can refer my book "Driver's Manual".

Answers : You will have to pay entry tax 12% of the value of your car, Octroi 4.5% and the Road Tax, which varies from car to car, and One Time Tax at the rate of 3.5% in case of individual and 10.5% if the vehicles is in the name of a company.

Answers : If you want to paint an advertisement on the sides of a private car, RTO have no objection. However, you will have to pay the advertisement charges to the Municipal Corp. You will have to take specific permission from the Municipal Corporation, which is normally not permitted. In the front and the rear, of the vehicle, it is an offence to write anything other than registration number.

query :if i dont get the car i have bought second hand transferrsed in my name before its next insurance premium is due then what do i stand to lose?

Answers : When you buy another car you got the right to transfer the no claim bonus in favour of the 2nd car provided it is purchased with in a period of three years. You can also transfer your remaining insurance premium in favour of your second vehicle, but in that case you will have to ensure that you buy a 3rd party insurance for the car that was selling because no vehicle can be driven without a valid insurance - comprehensive - 3rd party.

Answers : The Xerox copy of RC book and insurance papers for non-transport vehicles are acceptable provided a Gazetted Officer has attested them.

Answers : I presume you are referring to the Traffic problems of Mumbai City. You may write to Additional DCP Traffic, Head Quarters, Worli, Mumbai 400 025. If you are referring to another city, you have to address your suggestion to the concerned traffic chief.

query :The towing van system is totally mismanaged.The staff are totally rude withe full support of the constable on duty. They break open the doors they force the dooor open with tommys and pull down the windows without and consideration. Thew lift the car and pull very roughly, damaging the bumpers and sometimes dislodging them. The scooters are roughly lifted and thrown down. The handle lock of my scoooter was damaged due to rough handling. When I complained they said to lodge a complaint with the police station. Are there no laws for them, is there any action taken against them. Or is it a monopolistic attitude to be accepted by the vehical owners. It is as if the are the rulers. Please send your reply

query :I understand the central Motor Vehichles Act states that the head lights of motor vehichles shall not be placed at a height more than 1 metre from ground level.I find several buses,trucks and maxi cabs with head lights placed exceeding this height.Who should be approached for redressing this grievance?

Answers : The height of headlights will depend upon the size of the vehicle. What is important is the correct focus of the beam. The manufacturer decides the correct location of headlight.

query :Respected Sir,
I have a question regarding Euro II norms.
If in a National Capital region, a car which is more than 3 years old, needs to be fitted with a new Engine, is it mandatory that the new Engine be Euro II compliant (because a change in engine would need RTO's approval).

Answers : The Euro-2 requirements vary from city to city. You have to check up with your RTO. However, it will be mandatory for all vehicles to be Euro-2 compliance in the near future.
