ISAAC PIO's query :Hello, Firstly, I wish to know if one needs the original vehicle documents when using a vehicle, or would photocopies suffice. Secondly, for a traffic offence (like cutting a signal), after a ticket has been issued, is it necessary to surrender ones license to the police man? Also, can only the traffic policemen issue tickets, or all the others as well?? Thank you for your time :)
Dr. Pasricha Answers : The Xerox copy of the documents suffices, provided if a Gazetted Officer attests it. For the traffic offence any police officer can challan you. However, in Mumbai only traffic cops are using the powers given by the Motor vehicle act. The traffic cops have the right to impound your Driving License.

CYRUS MISTRY's query :if a car is parked in a no parking zone and not obstructing traffic, why is it towed. Why cannot we get better towing equipment which does not damage the car being towed. when towing they put a steel rod and release the gear, hand brake which may result in damage. I have faced this situation where in my car was damaged when towing and had a big argument with the towing company owner. The cops told me that if there are any issues they should be settled with them, however the lady concerned was foul mouthed. This happened at the Khar police chowki on SV Road. The cops just stood there seeing the tamasha. I am sure there exists a nexus between the towing company and the cops.
Dr. Pasricha Answers : A no Parking Zone is mainly declared only were traffic is being obstructed or the safety of the road user. Therefore, towing of vehicle is justified. However, the Towing authority must take all precaution so that no damages caused.
