sanjay lobo's query :i own a kawasaki caliber jun 2000 model. when do i have to get a puc certificate?
Dr. Pasricha Answers : You will have to get the PUC certificate on the expiry of one year i.e. in June 2001. There after every six months you must obtain PUC certificate.

 
SUJOHN MUKHERJEE's query :What will be the taxes levied on me in India if I ship/transport a 500cc motorbike from UK/Europe
Dr. Pasricha Answers : Since the tax system change rather rapidly I will advise you to get in touch with the Custom/Central Excise department to obtain the latest information. They have different formulas for different vehicles and makes.

 
Raju Mewawalla's query :are the trucks permitted to park on P.demello road during peak hours,and also right of way, from vt to wadala ??
Dr. Pasricha Answers : The trucks are permitted to park at P. demello road at the non-peak directional carriageway i.e. in the morning peak, you cannot park on the southbound carriageway. In any case these restrictions keep changing from time to time.

 
RAHUL GUPTA's query :Dear Dr. Pasricha, I wish to run a Tata 407 vehicle on the roads of Mumbai, this will be a privately owned vehicle and will not be a load carrier, what are the RTO permissions reqd. for the same, Regards,' Rahul
Dr. Pasricha Answers : You can register the Tata 407 vehicle only as a passenger vehicle, for which you will have to pay higher rate of tax as applicable. You cannot use it as a non-transport / private carriage.

 
SHAKUNT MALHOTRA's query :Great to catch you on net. Sir, I stay in Delhi and often come across traffic police officials looking for quick money. Please tell me is every official has power to challan and take away my vehicle as they claim. Can we challange the challan after paying amount (as they thraten to take away vehicle and license) for it as sometimes you don't want to argue and how do I get witness of not doing any offence?? How can a cop has sole authority to decide if I have done a mistake or not?
Dr. Pasricha Answers : Every police officer in uniform and having the jurisdiction and irrespective of his rank is empowered to challan a vehicle if it has committed a violation. However, power of confiscation of a vehicle is only limited to certain serious offences such as serious breach of permit conditions, carrying of more passengers in Pvt. Vehicles, non payment of taxes or if a vehicle is wanted in an offence. If a vehicle is parked in a non-parking area or it is causing problem for the road users every police officers have the right for towing the vehicle irrespective of the rank.

 
gokul mehta's query :I was driving past the signal after it turned green. A man comes and jumps in front of my car.I take him to the hospital.The man is discharged after the necessary x rays and treatment. I was then taken to the police station and the car impounded. I had to pay a handsome sum of money to get myself and the car released from the police station. Q. I want to know my rights and what I could have done instead of paying thousands of rupees to the police at the Police Station?
Dr. Pasricha Answers : It is very difficult for me to comment without verifying the factual position. It appears that you are charged for causing an accident due to your rash and negligence driving while passing through the signal. Good, you offered necessary medical help to the victim which will go in your favour when the case is heard in the court. You can defend yourself in the court of Law and I am sure the court will be very fair to you.

 
VIKAS SINGH's query :Is it illegal to have your vehicle modified as is done by Mr. Dilip Chabbria.That is changing tyhe original looks of the vehicle. Thanking You Vikas singh
Dr. Pasricha Answers : You cannot change the shape of a vehicle without prior permission of your RTO. In any case it is not desirable to play with the shape and body of the vehicle as the vehicle is designed by the manufacturer keeping in mind various dynamics of safety.

 
HIREN JOSHI's query :If a common people break traffic rules or signals then they are taken to task by the RTO authorities, but what if the RTO vehicles/police vans break the rules (not in emergency) can the public take them to task?. I have seen many a times these kinda things and would like to know what I could do in these kinda situation. Does the public have a right to question the offenders?
Dr. Pasricha Answers : The law is uniformly applicable. It is sad that such things are happening in our country. We have yet to learn and abide the traffic culture. The member of the public can note down the offence and write to the Traffic Chief providing all necessary details of the incident. It will not be feasible to directly handle in such events, which can only lead to verbal wrangle.

 
Rohit C's query :Why is it that there are no ed lights for left turns in mumbai? Also, most times the greens do not work, neither do the pedestrian lights for that signal. The cops make life miserable for people who innocently jump these signal, due to no fault of theirs. PARTICULAR reference to the left turn singal at Mithibai college, Mumbai
Dr. Pasricha Answers : I agree that the signal maintenance has declined a lot. There are some administrative problems with the Municipal Corporation and the traffic police and they are not able to resolve certain issues especially the payment to the Maintenance Company.

 
ANAND PADIA's query :We had purchased a 118NE in July 1992. A couple of days ago we found that while the chasis number mentioned in the documents ends with a "6", the same ends with "8" as per the etching on body plate. What should we do in such a case ? We have the original invoice for this purchase. Thank you and with warm regards.
Dr. Pasricha Answers : A traffic constable does not have the authority to check the PUC. Only officers of rank of Police Inspector, Motor Vehicle Committee can exercise this under the law. Mostly the officers of the Motor Vehicle Department who have necessary equipment to measure the pollution level apprehended you. You may write your complaint to the Transport Commissioner giving all the details of the incident.
