regarding P.D Mello road : But if you were to check, this statement is only as a rule , trucks are
parked on both the sides and they tend to drive on the right hand side of
the road, thereby causing traffic jams for cars , I have been travelling on
this route for the past 15 years and the trucks were contained to the left
of the road but in recent years this practice is not followed.

query :I am worried about the total lack of discipline while building speed-breakers in New Mumbai / Mumbai. In fact the roads in Vashi are a museum of spedd-breakers (all sorts are visible here). Is there no code for building speed-breakers, such that cars at say 20km/hr can glide smoothly over it. Can we not have a strict criminal action against people building such indiscriminate hazards on the road. Not only do the cars get spoilt, but also it is a safety hazard.

Answers : I agree that Speed Breakers should be provided only where absolutely essential and it must confirm to IRC specifications. A good speed breaker is 3.7 meters wide and maximum height of 10 c.m. Warning signboards either side must be put up for warning the motorist of its existence.

query :A well-developed country like the USA is trying its utmost to move people out of their private automobiles and into public ones, i.e., buses. Why are we in India increasing the incentives to manufacture more cars when we have a vast segment of captive riders?
PS: The USA has not been very successful in increasing the ridership in public transportation because of the limited availability (one bus per hour on in-city routes, for example) - and the vicious cycle contines ... lower ridership results in lower frequency of buses which results in lower ridership!

query :For a vehicle that is Euro II compliant, after the purchase when do we have to start taking a PUC certificate? Some say 6 months some say a year, but when the trafic cops stop you they say from day one! Please enlighten us. Secondly, if we are stopped for not possesing a PUC certificate for a new EURO II compliant car, what is the recorse with the trafic cop?

Answers : Every vehicle, whether Euro-1, Euro-2 or Euro-3 compliant has to be subjected to PUC test after one year of its first registration. For the first one year it does not require a PUC certificate. Thereafter, it is to be obtained every six months with out fail. You must keep the PUC certificate in original while driving. The penalty for violation of this is Rs.1,000 for the first time and Rs.2000 for the subsequent offence.

The Govt. in most news items has mentioned that LPG will be permitted in Cars. The local RTO in Pune claims to know nothing about this. Many cars have already been fitted with the conversion kit and are running on the roads, but without proper doccumentation/permission.
Please advise if this kit can be fitted now or I should wait ?

Answers : L P G kit has not yet been permitted for use in vehicles in our country. It is under active consideration of the Government. Please wait till then.

Answers : For a private vehicle, it is enough to carry the Xerox copy of the insurance certificate, Registration and Taxation Certificate, duly attested by a Gazetted Officer. However, the Driving License and PUC certificate must be in original.

Answers : No final decision has yet been taken. Mr. V. M. Lal committee has made certian recommendations to the High Court. A final decision is yet to arrive.

Answers : I agree with you. Speed Breakers must be discouraged from the main road. If at all to be given, they must confirm to the IRC standards. There is an urgent need to organize awareness campaigns about traffic discipline and road safety. Only then can we assure a good traffic culture in our country.

Answers : You are partly right that the administration must provide adequate parking space off street. More parking spaces will attract more cars on the road. Therefore, parking controls are important to control the growth of private cars on roads.
