query :Dear Sir,
Yesterday in Midday I read in your coloumn regarding Fine of Rs. 1100 for jumping a red signal. Is the same rule applied for BEST Drivers ? If so then RTO department would be having lots & lots of Funds as Everyday I see BEST Drivers Jumping red Signals. I would appreciate if you could answer if the BEST Drivres are fined for the same or not ? And if so in a year approx. how much fine is collected from them ?

Answers : When I said a fine of Rs.1,100 for jumping a red signal I had clearly mentioned that most probably the driver must have been driving rashly also and jumping the signal. The law is the same for all vehicle drivers and there are no special provisions for BEST drivers or even for Government vehicles.

Answers : Every vehicle, whether Euro-1, Euro-2 or Euro-3 compliant has to be subjected to PUC test after one year of its first registration. For the first one year it does not require a PUC certificate. Thereafter, it is to be obtained every six months with out fail. You must keep the PUC certificate in original while driving. The penalty for violation of this is Rs.1,000 for the first time and Rs.2000 for the subsequent offence.

query :Wayward parking near hotels especially at Tardeo opposite Bhatia Hospital, Haji ali Juice center, Noorani, parking at footpaths by valets of pubs and discos at Worli, Marine drive, near Sukh Sagar at chowpatti, double parking of taxis at churchgate oposite Western Railway Hqs., and other numerous such blatant violations can only take place if police conveniently look other way under considerations. Why no respect for law both by law keepers themselves and others? Will the police act on specific complaints?

3. If the owner of a vehicle changed his residential address. How to update this change
in the records of Transport Authority.

Answers : Basically thee are two types of insurance polices known as Motor Policy A and Act Only Policy. It is also called third party insurance. It covers third party damages only up to Rs.6,000/- The other policy is Motor Policy B also known as comprehensive policy. This policy compensates the insurer the cost of damage as a result of fire, accident, earthquake etc. Extra fittings like Air-conditioner; music system etc. can also be covered on extra payment. One should opt for comprehensive policy only. If a vehicle is financed it is to be necessary comprehensive insurance. Whenever the residence address is changed then it is obligatory to give intimation to the concerned RTO and get the new address incorporated in all the records. However, some proof of residence will be essential.

Answers : Road markings are most cost effective. Thermoplastic road marking is rather prohibitive, most cities apply solvent paste that have a life of two to three months. In my capacity as the Chairman of the All India Road Safety management I have taken up this matter with the Government of India. The life of Thermoplastic road marking is atleast upto three to five years.

A.Validity of PUC in the first year of purchase of the car?
B.Does the RTO keep a copy of the PUC on purchase of the car and not give the copy back to the owner at the time of registration. Would it be an offense then not have a PUC certificate in the first year?

Answers : 1. The police is expected to take all precautions to see that no damages done to a vehicle while towing. Despite all the precautions, if a vehicle is damaged during their action, a public servant in the execution of lowfully bonafide duties, he cannot be responsible. You must, however, bring the details to the notice of the Traffic Chief.

query :i was caught by a traffic havaldar on 24th october.i was not at fault but then too he fined me for lane cutting but in the receipt he gave me was written offence as signal jumping.i went to the chowkie for talking to the senior but it was of no use.he took away my licence,he didn`t listened to me,even he didn`t took my signature on the receipt and i was not able to do anything.kindly show me a way to teach such brutes a lesson who are a blot on the traffic police.
