MILAN SANGANI's query :I am a handicapped driver and living in a rented accomodation. I do not have parking in my compound. Is it possible to get handicapped parking earmarked on the main road outside where traffic would not be disrupted?
Dr. Pasricha Answers : Indiacar regrets the delay for the reply as Dr. Pasricha was out on tour. There is no provision for providing special parking space outside the house for the handicapped. In business areas only the traffic officers normally take care of the disabled person and help for parking provided if it is not creating problems for other road users.

Dr. Pasricha Answers : YES ! Thats one of their primary duty.

 
Ram's query :Sir, Is it possible to get a learner's license at the age of 17 and a half
Dr. Pasricha Answers : You have to complete the age of 18 years to apply for a driving licence.

 
Ketan Saitwadekar's query :Hello Dr. Pasricha I have two queries for you 1. I wish to know as to what type of Sun Control Film is allowed on the car windows.Very often Police offices stop people and check the film, is there any particular guide line for the Sun Control Film? 2.From when is it necessary for a PUC check to be carried out for a new car? Are there any different rules for the MPFI Euro II model cars? Thanks Ketan S
Dr. Pasricha Answers : Sun control film should be such that you should be able to see through from outside to inside and inside to outside. In technical terms: at least 50% of the light should be able to pass through the car window and 70 percent through wind screen. As regards to your second query; for the first year of registration, no PUC is required. Rules are the same for all models of the cars.

Dr. Pasricha Answers : You should apply to Police Inspection in-charge of education, at Traffic Head Quarters, Worli, Mumbai (Phone:4940303). You appear to be eligible. I hope you have a driving license which is also a pre essential condition.

 
P K SHARMA's query :sir i am working with GOVT depts and tranferred with in 4 years.pl tell whether at every centr i have to reregister my car or get the number changed.plguide me in details as people r telling me that there is Suprem court rulling for gove /banks employess..if yes send me details.. Tahnking y
Dr. Pasricha Answers : You have to get your number plate changed only if your are being transferred from one state to another. Within the same state number-plate is not required to be changed. There is no special provision for the Government employees and someone has wrongly told you.

 
HARISH TANDON's query :Please let me know about the Licence plate for private vechile. Has that been changed recently with black letter on white background.
Dr. Pasricha Answers : As per the new amendment, number plates for the non-transport vehicles should be with the yellow background. However, in Maharashtra it has not yet been given effect. Notification will be issued and only thereafter within the described time limit you have to change the number-plate.

 
J LAKSHMINARAYAN REDDY's query :I have pre-closed my omni loan 15 days back. Still i have not got my duplicate key from the banker. I have a feeling that the key is misplaced. Please suggest how to proceed. Dealer has the record that the duplicate key is handed over to the bank.
Dr. Pasricha Answers : The banker is duty bound to return your duplicate key. If it is misplaced by them, they must change your lock and provide you both the extra key.

 
AMEY's query :I plan to make a new chassis for my bike some people said that it's illegal in here is it? or is there some procedure to get the permission?
Dr. Pasricha Answers : You cannot make a new chassis without prior permission of your RTO. You should apply to your RTO and tell them what changes you want to effect and why?

 
ASHISH MISRA's query :Respected Dr.Pasricha, Many contries across the globe has by law enforced wearing of seatbelts while driving,90% of passengers save there lives if they are buckled. Why hasnt the Indian Govt enforced such law till yet knowing the fact that there are plenty of road accidents in this country and so many people loose there lives every year. This is one afety feature, in India for which people pay when buying a car but do not use it, and its a standard safety feature in all the new cars being produced in India. In Australia the wearing of seat belts was enforced by law in the Year 1976, but in India its still nowhere to be seen. Its been high time that people start wearing seat belts to save their own lives, and this can be only done by proper guidance and co-operation,and if necessary by law. awaiting your early reply
Dr. Pasricha Answers : The amendment has already been made in the law making it mandatory to fit both the front seats with seat belt. However, enforcement has not been started. International studies have confirmed that many serious injuries should have been avoided if seatbelts were used.
