Aditya Aggarwal's query :Could you please let me know the formalities required to be completed to transfer the ownership of a car. Also is there any agency in Delhi that provides help for such RTO related services. Thanks
Dr. Pasricha Answers : You will have to fill up certain forms prescribed for transferor and transferee and obtain signature of both parties. The vehicle will have to be presented for inspection to the RTO alongwith all the car documents. Against the NOC from the RTO you will be in a position to transfer the vehicle in the name of the new owner. You must inform the insurance company immediately and ensure that the name and address of the new owner is incorporated in the registration certificate.

 
Karthik's query :Sir, I am looking for Indian vehicle accident statistics. Accidents happening a day, fatality, and crash. I also want to compare our figures along with the region (Thailand, Korea, Malaysia). Can you help. Karthik SAfety Manager Monsanto India Bangalore.
Dr. Pasricha Answers : Indiacar regrets the delay in reply as Dr. Pasricha was out on tour. In India nearly 75,000 person get killed every year in about 3,50,000 accident. About 3.75 lacs persons injured annually. Globally in car accident about 5 lac persons killed every year and 1.5 crore are injured through out the world. I do not have accident statistics of Thailand, Korea, Malaysia etc.

 
MG Puranik's query :My car is Delhi registered. Its a 1986 model fiat. Presently I'm in Tamilnadu ( I'm a defence officer). How can I sell my car here ? How do I get the NOC ? I can't go there physically due to service constraints. Pl. guide me !
Dr. Pasricha Answers : You have to obtain NOC from the RTO Delhi,only then you can sell your car anywhere in the country. I hope your road taxes are fully paid and insurance is valid. For obtaining NOC, you may ask one of your friends/collegues in Delhi to go with your application alongwith car documents like registration, taxation,. Insurance etc.

 
MG Puranik's query :Sir, We defence personnel always face problems in renewal of driving licence or the vehicle registration as we move out on postings quite frequently. shouldn't there be some nationally valid registration system for us ? How do we overcome these problems ? Pl. advise.
Dr. Pasricha Answers : You may like to write to the Mr.B. G.Khanduri (Retd), Minister of State for Highways & Road Transport, Parivahan Bhavan, Parliament Street, New Delhi, requesting him to examine this problem, which is often posted to me by various central Government employees and officers of Defense Service.

 
punit khanna's query :i have lost my driving licence, tell me as to how can i get my duplicate D.L. issued, what documents i would be requiring, etc ?
Dr. Pasricha Answers : A duplicate licence can be issued on the production of : 1) The licence number 2) 3 copies of your Photograph 3) Fees of Rs.50/- The applicant for the duplicate licence must be made to the same RTO which has issued the Original RTO. In case the Licence no. is not available, or the applicant is to be made to any other RTO, the procedure as applicable for the fresh licence (learner licence, driving test etc.) will have to be followed.

 
S Shankar Prasad's query :I have been transferred officially from Chandigarh to Mumbai. I am faced with the following problems wrt registration of my car. Would be grateful for your suggestions. 1. Chandigarh RTO is refusing NOC saying I have to come in person. I cannot go as I have now been permanently transferred to Mumbai. 2. For how many days can I drive my Chandigarh-registered car in Mumbai, till I get my NOC. Till such time as I get my NOC, who should I inform regarding my vehicle? 3. I am prepared to pay all taxes, octroi etc. till such time as my NOC is obtained. Is this possible? Regards, Shankar Prasad
Dr. Pasricha Answers : Indiacar regrets the delay in reply as Dr. Pasricha was out on tour. RTO Chandigrah is apparently no right. It appears that your contact has made to some junior person who has asked you to present in person. For obtaining NOC from your old RTO your presence is not required. However, at Mumbai you will have to present your car physically before the RTO for inspection and only then will you get the new number plate. You can drive your Chandigrah registered car in Mumbai until one year without changing the number plate. However, after three months you must inform the RTO that you have started staying in Mumbai.

 
krishna joshi's query :Respected sir,i wanted to know that is it possible to get the International Driving license without a visa?also i wanted to know that my driver's license was issued in delhi but can i get my IDP from mumbai as my visa will be issued from mumbai itself.i'll be thankful if u can answer my query thanking you -krishna joshi
Dr. Pasricha Answers : Indiacar apologises for the delay in reverting,the reason being Dr.Pasricha was away on a official tour. You can get the International Driving Permit without a Visa. However, you must have a valid Passport and Indian Driving License valid for at least next one year. You can IDP from anywhere in India. However, the address mentioned in the Driving License and Passport must be the same.

 
A NIJHAWAN's query :Sir, I have a 1986 model maruti van. I wanted to know if as per Delhi RTO rules ,Do I have to re-register my van since noe it is more than 15 years old. Also do I have to pay life-time tax again. hoping for a quick reply. thanking you
Dr. Pasricha Answers : Indiacar apologises for the delay in reverting,the reason being Dr.Pasricha was away on a official tour.As per law you have to re-register your vehicle after a period of 15 years. Although after 15 years it is re-registration, the registration number continues to be the same. It is only a technical formality where the vehicle is fully checked and given the same registration number. You do not have to pay lifetime tax again.

 
DEEPAK SESHADRI's query :i am a bangalore resident and the latest rule regarding number plates is that it must be black on white for non-commercial vehicles. Some people use stickers for the numbers. Is this legal? The finish using these stickers seems very nice and i would prefer this to paint if it is legal.
Dr. Pasricha Answers : Indiacar regrets the delay in reply as Dr. Pasricha was out of Town. Fixing stickers as a number plate is illegal. It is to be a painted numberplate only.

 
HARINDER JAGGI's query :My car is insured upto 11/2002.I am going to be travelling from 06/2002 to 04/2003. Can I get my car insurance renewed beyond 11/2002 in 06/2002?
Dr. Pasricha Answers : The renewal of insurance is normally done within 30 days before the expiry date of the policy. You may like to ask one of your friends or relatives to renew it even if you are out of station. Or You can also ask your insurance agent to do the job on your behalf, as you can handover the Postdated Insurance amount cheque to him.
