Answers : If you have copy of the original license or remembering license number you should apply to the RTO Mumbai for a duplicate license. However, you will have to attach a copy of your complaint with the Police Station in whose jurisdiction you lost the license. If you do not have any details, you will have to follow the normal procedure once again i.e. taking a learner’s license and then appear for Driving Test at the RTO under whose jurisdiction you normally stay.

I was going through your answers to the queries raised by IndiaCar readers.
I have found it very informative. In fact, it is a repository of information you cannot find elsewhere.
I appreciate the time and effort you put in to answer these queries.
Point 1.
I have found conflicting information about who is authorised to impound a driving license (DL).
In one instance you have mentioned that any traffic officer is well within his rights to impound a DL. In another instance, you have mentioned that only a high ranking officer has the authority to impound a DL.
Please clarify.
Point 2:
I also found several queries which are similar in nature being asked over and over again. I certainly am impressed that you are taking the pains to answer each, although the required information could easily be found by reading your past answers.
Why not request IndiaCar team to come up with a list of Frequently Asked (Answered) Questions .
Point 3:
Is it legal to drive with the headlights off at night in a well lit locality?
Point 4:
What could be a reasonable driving speed in a thickly populated lane. I can see rickshaws, bikers, cars zipping at over 40kmph when they find a smooth stretch.
Point 5:
What is the total number of RTO authorised humps in Mumbai.
How can one find out whether a freshly laid speed hump is authorised (by BMC/RTO...)

Answers : The driving license can be impounded by any traffic officer and officer includes Head Constable as well. However, compounding of offence (collection of fine) can be done only by an officer in the rank of Police Sub-Inspector and above.
You must put the headlight on at night even in a well lit locality. However, you should use low beam.
A vehicle can be rash even at a speed of 30 kmph and it may not be at even 90 kmph. It depend upon many factors like road condition, weather condition, general environment, experience of the driver etc etc.
It is sad that large number of unauthorised humps all over Mumbai. Some times the local residents put pressure on the Municipal officers and get such humps constructed. Information regarding the authorised humps is available with the planning department.

I have a laminated driving license from Jalandhar on which there was some overwriting done at the time of issueing to correct a spelling mistake in my name.
Now to apply for a local license in Singapore, I need to get a certificate from licensing athority Jalandhar confirming my name. I am unable to locate any contact information for them on the net. Is there any place I can locate the contact info (telephone/fax no./website) of Jalandhar licencing authority to communicate my request? THanks and regards,

Answers : You can obtain International Driving Permit valid for one year from your RTO in Jalander. However, it must be assured that the adress given in the driving license is the same in the passport. If you want to drive in Singapore beyond one year you will have to obtain Driving Permit from the local authorities.

query :Hello sir, i have a purchased a used car from hdfc bank. at the time of purchase rc book was not available. after i traced the rc book i found there are two hypotecation on the same car. 1st hdfc 2nd popular car bazaar.as per my knowledge i think it is illegal of 2 loans on same car.
Kindly let me suggest what action i can take . Hdfc is not responding me in this matter.
