Dr. Pasricha Answers : These days, all states are charging Life Time Tax. Since you plan to stay for more than one year you will have to reregister your vehicle in Banglore. After paying the road tax in Banglore you can claim refund from UP..

VISHAL KUMAR's query :I have an Maharshtra state driving license issued by Pen RTO and this license has Panvel Address. I have Indian passport issued by Thane Office and the passport has Navi Mumbai address. I need to obtain an International Driving Permit, please guide me as to what would be the fastest and most convenient way to obtain one
Dr. Pasricha Answers : Unless the address shown in the passport and in the driving license are the same, you will not get international driving permit. Wherever your are staying now for the last one year, you should get that address endorsed in your all important documents.

Dr. Pasricha Answers : There is no problem in driving your Pune registered car anywhere in Maharashtra state. However, if you plan to stay in Mumbai for longer time you should inform the RTO in Mumbai under whose jurisdiction you are staying.

As I have all these from my previous place of residence. Please Advise. regards, Jeet
Dr. Pasricha Answers : A vehicle is registered only by the RTO under whose jurisidction you normaly stay or have regular office business. Unles you shift to Delhi you cannot get the vehicle registered in Delhi.

GEORGEY VARGHESE's query :Hi Dr. Pasricha, I woudl like to sell my car (WagonR, registered in Chandigarh in Oct-2001 with all paper work intact !) to a prospect in Bangalore. What are the extra charges that have to be borne, and the paper work reqd by my prospect. We have yet to negotiate a final deal. Pls. help. Thanks.
Dr. Pasricha Answers : You will have to fill up forms in RTO Chandigarh and ensure tht all the tax have been paid in Chandigarh. Another option is to obtain NOC from RTO Chandigarh and reregister your vehicle in Banglore and then sell it. For that you will have to pay RTO tax etc. once again at Banglore. I advise is to sell your car in Chandigarh and let the new buyer transfer it wherever he wants.

kppaul's query :Hello Dr. Pasricha, I am relocating from Pune to Calcutta. I own a Fiat Palio (Nov 2001) regd in Pune and am planning to take the car to Calcutta. What are the steps I need to do in this regard. Thanks and regards
Dr. Pasricha Answers : You should obtain NOC from PUNE RTO and then physically present the car before the RTO at Calcutta alongwith documents such as registration, road tax, insurance, and PUC. You will also have to pay Octroi duty as is applicable in Calcutta.

SAYONI BASU's query :According to RTO regulations, no person shall drive any motor vehicle or cause or permit one to be driven if it is not registered in accordance with the MVA and CMVR. Every motor vehicle has to be registered with the RTO under whose jurisdiction the owner of the vehicle normally resides, or has a place for conducting business. My question is: If my place of work is in Delhi, and my address is in Delhi, can I use my car in Bombay without changing the registration?
Dr. Pasricha Answers : You can use a vehicle outside a state in another state without changing the registration , only up to one year..

ASHISH's query :Dear Mr. Pasricha, Thanks for the quick reply for your mail i asked you. I have one other query. This refers to the question of Mr. Arvind Saxena's (below)to which you replied. In reply you have said that, after three months you are supposed to inform local RTO . I brought my motorcycle 15-20 days back. Suppose if traffic inspector stops me how can i prove him that i have brought my motorcycle few days back only and not more than 3 months backs. Also tell if there is any provision for people who frequently change their staying place in India. Thanks ARVIND SAXENA's query : Hi I want to bring one of my bike into bangalore from MP, One is 3years old and another one is 6months old. I heard that I have to pay again a big amount as road tax here. For how much durations (short duration) I can use my bike in bangalore without paying for that. Thanks in advance for your help Dr. Pasricha Answers : The road tax, entry tax and octroi vary from state to state. The most states you should not have to pay entry tax for vehicles order than 15 months while registering your vehicle in another state. You are permitted to use your Bike in Banglore for a period of one year. However, after three months you are supposed to inform the local RTO and pay some Road Tax. In case you are getting the vehicle registered in Banglore you have to pay Life Time Tax but you will be entitled to seek refund of the amount paid in MP, as per the formula applicable at the RTO in MP.
Dr. Pasricha Answers : I appreciate your predicament. The police officers can always ascertain the truth. However, I advise you to keep some petrol bills with you in the car so that the arguments can be avoided.
