ARPIT's query :I have a driving license issued from Jodhpur and a valid passport issued from Jaipur (both in Rajasthan), can I get an IDP issued from Mumbai. The residential address on my passport and driving license are the same.
Dr. Pasricha Answers : If the residential address mentioned in both your documents are identical you will get the IDP, from anywhere in India.

 
NARENDER's query :I have a car registered in Delhi in 1990. I changed my residence in Delhi. Do I have to get the address changed in RC and how it should be done?
Dr. Pasricha Answers : You must inform your RTO and submit some proof of the new residence so that necessary changes get incorporated in your RC Book. Also make necessary changes in your D.L.

 
ANUJ BANSAL's query :I have my bike registered in Bangalore RTO. I got transferred to Pune so I got an NOC issued to RTO, Pune from Bangalore RTO. But before I could actually move on to Pune , my transfer got cancelled and I had to stay back in Bangalore. Its over two years now and I did not get my NOC cancelled as I was of knowledge that NOC expires automatically after a period of 6 months. Now I want to sell my bike. Can I sell my bike without getting the NOC cancelled. If not what is the procedure for getting it cancelled.
Dr. Pasricha Answers : Since you have not moved to Pune, the said NOC have no meaning as it had expired. You are welcome to sell your bike in Bangalore without bothering about this NOC.

 
NISHIT RAWAT's query :I want to transfer my car to Calcutta from Bangalore. What would be legal/tax implications of this. Also, I bought the car only in June this year, and have paid lifetime road tax of almost Rs. 40,000/-. Can I claim any amount of this road tax back if I transfer the car to Calcutta?
Dr. Pasricha Answers : You have to pay the entry tax as applicable in Calcutta, Octroi as well as the Life Time Tax. Later, after re-registration in Calcutta you can approach your RTO in Bangalore to reimburse the Life Time Tax already paid there for the unused period, as per their formula.

 
GBHUPESH's query :REMOVAL OF VEHICLE OUTSIDE THE STATE: What is the procedure and form number for getting road tax refund? there is no mention of the same on RTO Bangalore' site.
Dr. Pasricha Answers : After reregistering your vehicle in the new state, you should approach your old RTO with Registration Book and Insurance. They have a prescribed form on which all particulars to be given for refund of the amount.

 
GOPI KRISHNA's query :what are the charges i will have to bear if i buy a used car in chennai and get it transferred to bangalore? I am from bangalore but used cars are cheaper in chennai, can i buy a used car in chennai and get it transferred to bangalore? what are the approx charges?
Dr. Pasricha Answers : Since you are going to drive outside Tamilnadu, you will have to get your vehicle reregistered in Bangalore, for which you have to make Octroi Tax and Entry Tax if the car is not very old. You will also have to pay Life Time Tax as applicable in Karnataka. You can claim refund for the unused period of the Life Time Tax already paid in chennai.

 
KANNAN's query :I have a santro at bangalore transfered from Pune, which has registration at Jemshedpur. seek your advice as to whether can i drive in bangalore without changing the number plate, but getting NOC from jemshedpur.I heard that there a new rule saying that any vehicle accross India can be driven anywhere
Dr. Pasricha Answers : No, you cannot drive your vehicle outside Bihar beyond one year without changing your registration number. Up to one year you can drive anywhere in the country.

 
RAKESH KOUL's query :Dear Sir, 1. Is it legal to carry the xerox or attested xerox copies of vehicle documents/license while you are driving? 2. Does any RTO provide an extensive driving handbook that tells what is legal and what isn't. Some people think driving while talking on mobile using headphone is legal and some think otherwise. There are lot of other rules unclear to common man. Any comments? Regards, Koul
Dr. Pasricha Answers : in respect of a private car, it is sufficient to carry xerox copy of Registration book, Insurance and Road Tax document duly attested. However, Driving License and PUC have to be carried in original. I recommend my book “The Driver’s Manual” which should give you all the necessary information, which is available with M/s. Indiacar.com.

 
PRIYANKA SAH's query :Dear Sir, My car was registered with the Thane RTO since March 04. I wanted it to be transferred to Gujarat (where my parents live) since I was getting married and moving out of Mumbai. However now my freind has decided to keep the car in Mumbai, but my DSA tells me its already been transferred to Gujarat (in a week, when earlier they told me it would take some 2-3 months to do the same). Now they say my papers are sent to Baroda's RTO, where I have to go and REGISTER THE CAR (which will cost me Rs. 4000/-), then CANCEL THE REGISTRATION (another Rs. 3000/-) and then tTRANSFER IT BACK TO MUMBAI (another Rs. 3000/-). So a total o Rs. 10k to transfer back the car. I bought this car through the ICICI's DSA (direct selling agents) who haven't even given me a original copy of my RC book till date coz according to them the thane RTO ran out of RC book stationery for 4 months, and when they did get it they sent it to the Thane RTO for the transfer (which i had requested). Unfortunately I'm in the US right now and this registration mess is driving me crazy and due to this it wont be possible for my firend to drive the car in Mumbai roads. I would request you to let me know the easiest procedure to get back the thane registration, in least amount of time, and with least amount of expenditure from my pocket. Dr. Pasricha Answers : Unless the requisite endorsement has been made in your Registration book by the RTO the vehicle is not going to be transferred. However, if they have received the amount for re-registration, I am afraid the amount already paid may not be refundable. First you confirm with the RTO about the status of your vehicle, whether it is presently registered with RTO Thane or with Baroda. Thereafter only I can guide you.

 
ARUN DIXIT's query :Dear Sir, kindly guide/advise me on conversion of my June 2001, Mpfi, 800cc maruti alto car by RTO authorized LPG conversion kit in Pune along with approximate price estimate for the said converssion. preferably with their detailed addresses by return email. Pl.email your answer also on my other email id mentioned here under adixit@yorkrefindia.com thks & rgds Arun
Dr. Pasricha Answers : You need prior permission of your RTO for getting LPG kit fitted in your car. Thereafter, you may please seek advice from the RTO or any authorised garage about the best dealer for getting the LPG Kit. I would not be able to comment who is the best dealer
