SANJAY UPMANYU's query :Hi, I've shifted my bike from bangalore to delhi. Now what I need to do in delhi and how soon ? My bike is Hypothecciated to some bank so I cannot change the # immediately. Please tell me the legal implications. Regards, Sanjay
Dr. Pasricha Answers : If you are going to stay beyond one year in Delhi it is legally mandatory to change the registration number. You may approach the Bank with whom you vehicle is hypotheciated and obtain NOC.

 
Ramanathan Srinivasan's query :Respected Sir, I own a Bullet. Since I travel on Highways which are usally not lit and full of Stray buffalos and dogs, I am planning to add extra passing / fog lamp to my bullet. I will use them when there is not light or when the lighting is not enough. I would like to know if I have to get any permission for adding these lights?
Dr. Pasricha Answers : Fog lamps are permitted on all vehicles. However, you must purchase the same from a standard shop so that they do not violate the traffic rule.

 
CHETAN TRIVEDI's query :hi sir, thanks a lot to you to provide these serives to busy people in mumbai. i have a qestion that i have seen a used car 3rd party . in mumbai but resgistered at thane. how shall i check wether its a genuine party (lost or theft). and one more thing that the person who is making the deal says that there no more rc book for cars registered in the year 2003 june july at thane. its only computerised print out slip which contains details about first owner , second owner, hyposticated details and car details. is that true what they r saying. and the agent says that one if u want to transfer the car on ur name in mumbai there will b some formalities to do. and even after those formalaties the number of that vehile will remain the same. we will just get octroi receipet of mumbai and so to show to police if ever asked why is that thane registeration running in mubai. (the car rite now is mh 04 and will remain the same mh 04 even after transfering - but will get octroi slip for it) can i know how much will b the offecial fees for that transfering process and how much time does it consumne. sorry sir , i have asked u so many question . very sorry, but i will be glad to have favouring reply from a person who is know as a gem in this world of legal matters related to vehicles. any ways sir i need one more favour from u . in ever future if u want any help related to computer hardware , networking ., or anything in computers u can contact me directly . on (93222 17188) - chetan trivedi , mumbai.
Dr. Pasricha Answers : 1. You must buy an old car only from a well know broker and no one else. You must check the engine and chassis number physically and get it confirmed whether the RC book bears the same numbers or not. You should also call the RTO to ascertain whether the vehicle is wanted for any crime. You should also get the vehicle inspected through a garage of your trust to confirm the vehicle is not a accidental one. As regards to your second question I am not very clear what you want to know. Please reframe the question in simple language.

 
RAMESH CHANDRA's query :Dear Dr. Pasricha Recently I have tranfer my scooter to my home town kanpur from Bhubaneswar with NOC from RTO Bhubaneswar. At present I am in Bhubaneswar. I have told to my brother to do the neccesary which is required in RTO Kanpur for re-registration. Is it neccesary to me to go kanpur and sign all the form which are required for re-registration. Dr. Pasricha Answers : Since you are shifting to Kanpur there is no reason why you cannot get the vehicle to the RTO Kanpur personally. Even if you do not go personally the vehicle have to be physically inspected by RTO Kanpur before they reregister the vehicle. You will also require NOC from the RTO Bhubaneswar.

 
SHASHIKANT MADKAIKER's query :Seat Belt rule is laudable but should be applicable to everybody, that includes Traffic Police travelling in their own Traffic vehicle . Every time I find them not using the seat belts,and I ask them the reason, answers are vague such as - not applicable to Police , we have to move into action to protect you etc. Traffic rule enforcers cannot be beyond these rules. Please comment . I am willing to collect details as and when I am able to get them and forward them to you, if you require .
Dr. Pasricha Answers : I agree, that charity begins at home. Law enforcer’s must first use helmet themselves and then only should enforce the law.

 
ZAMEER VAHANVATY's query :Dear Dr. Pasricha, I have bought my getz car in september 2004 from citibank through modi hyundai. I would like to know from you as to how long it takes to get R.C. Dr. Pasricha Answers : The RC book should not take more than 15 days if you bought the vehicle from a dealer. You should imediately get in touch with your dealer and the RTO to ascertain why it has taken so much time in your case.

 
SUNDAR's query :Dear Dr. I bought one 2000 model Maruti baleno from a corporate(corporate life-tax paid for tamilnadu). I'm working with a chennai based company and having branch in bangalore. 50% of the time i'll be in bangaloe office. 1. How can i use the car in bangalore without reregistration? 2. should i pay the life-tax for karnataka? 3. how do they calcualte the life-tax for used cars? Thanks you very much Sundar G
Dr. Pasricha Answers : As per law you should register your vehicle in the city where you normally reside. If you are frequently move between Chennai and Bangalore there is no problem at all. However, you must preserve some petrol bills of Chennai to prove your bonafide. In case you vehicle is going to remain in Bangalore only, you have to reregister it as per the law.

 
SUDHEER SANGUNNI's query :Hello Sir, I have bought a Santro Xing and got registered in Kerala. Now I have got a temporary job( 1 year) in Pune. So I want to take my car with me. What should I do in Pune to drive the car without re-registering that in Pune. Do I need to pay some tax? Please advice. Thanks Sudheer
Dr. Pasricha Answers : You can use your Kerala registered vehicle in pune up to one year without reregistering the vehicle. However, you must inform the RTO Pune and pay some nominal tax.

 
ASHISH's query :i have an Bajaj Caliber 2001 model .. i want to modify the appearence of the bike and give it a racey look and change the colour too. However i will keep the same chasis and engine specificatio and will not modify them. Will it be legal or do i need to make changes in my registration with RTO dept. thanx
Dr. Pasricha Answers : You should get in touch with your RTO and obtain written permission u/s. 52 of Motor Vehicle Act for the change, as the authority would like to ensure that the proposed modification will not endanger the safty.

 
ANTON SANDERS's query :Dear Dr. Pasricha, I have been transferred from Delhi to Bangalore. I have brought my Zen with me it is a 2000 yr (Bharat II) Model. I have applied for the NOC with the Delhi RTO, and I am expecting the document soon. I needed your advise on how to go about the re-regitration of my vehicle in BLR & what will be the estimated Road Tax I would have to pay. Thanks & Regards Naveen Sanders
Dr. Pasricha Answers : You will have to show your vehicle to the RTO in Banglore alongwith NOC obtained from Delhi, Original RC book, Tax payment certificate, insurance certificate and PUC certificate all in original. You will have to pay Life Time Road Tax as is applicable in Karnataka and thereafter you can move your RTO in delhi for the refund of the Road Tax paid their as per their norms.
