M.NARAYANAN's query :I am planning to buy a used car from my father-in-law in Kerala. I want to transfer it to Chennai where I live now. According to rules, I need to apply for registration again in Chennai and pay a life time tax. Can my father-in-law transfer the ownership/registration of the car to his daughter (my wife) and then can we avoid new registration and paying the life time tax here. Thanks narayanan
Dr. Pasricha Answers : If you are going to drive the vehicle outside the State in which it is registered (in whoever’s name), for a period exceeding one year, it is legally mandatory to re-register the vehicle in the new State. It just does not matter in whose name the vehicle is registered.

 
KOUSHIK R's query :Dr. Pasricha. RTO rules and happenings in RTO has always been mars and jupiter to common men. It is not any more. thanks to the efforts of people like you. I really appreciate the show. It is VERY VERY VERY informative. I purchased a 1978 model premier padmini (insurance FC TAX all current) in 2002. my RC book however is in a very weak condition. How do i get a fresh book issued. i have all the documents with me. The vehicle was first registered in '78 at hosur (TN). now it is with me in Chennai (TN)? what should i do to get me issued a new RC book with old data.
Dr. Pasricha Answers : You should apply to your R.T.O. with whom the vehicle is registered and request for a duplicate Registration Certificate Book. There should be no problem whatsoever in obtaining it.

 
UTKARSH SRIVASTAVA's query :Dear Sir I have Santro Xing XG bought in delhi in Jul'2004. I have lately moved to Bangalore and got my car also here. Since it is not 15 months old now, I have been told to pay the entry tax of 13.5%of the invoice value and 9.9%as the road tax. I am not sure about how long I will be in Karnataka.It may be less than a year's time. If I send back my car to Delhi before a year's time, Do I have to pay the entry and road tax in even in that case? Please clarify. Utkarsh
Dr. Pasricha Answers : Why don’t you transfer your vehicle after October 2005?

 
JOHN's query :sir, i have a hero honda splendor 2000 model bought, paid life time tax and registered in villupuram RTO, Tamilnadu. i shifted and reregistered the same bike in august 2001 at RTO-North Bangalore after getting NOC from RTO villupuram and paid life time tax for karnataka. i DIDNOT get my road tax REFUND from villupuram RTO tilldate. now i want to reregister the same bike at RTO villupuram tamilnadu. i have got the NOC from bangalore-north RTO. whether i should repay lifetime tax once again at RTO villupuram or the initially paid LTT is valid for the new reregistration?
Dr. Pasricha Answers : Since you had not received the refund of your Road Tax and you propose to go back to the original State (Tamil Nadu), you will not have to pay any additional Road Tax in Tamil Nadu while re-registering it.

 
ABDULLA SYED's query :I own Suziki Feiro AP 2001 registration. i have been transfered to bangalore from hyderabad. What are the taxes i need to pay for a stay less than a year.
Dr. Pasricha Answers : The taxes vary from State to State. If your stay is going to be for less than one year, you need not re-register your vehicle. It will be sufficient to inform the R.T.O. in Bangalore and pay some nominal Road Tax.

 
SHIVAKUMAR's query :Dear Sir I relocated from Bangalore to Chennai for a 1 year assignment. I will be going back by mid-2006 and may stay in Chennai, till end-2006. 6-months back, I registered a car in Bangalore.I am yet to bring it here. When I want to bring it here, should I take the NOC from Bangalore and then do a renumber in Chennai or take the NOC and just pay the roadtax in Chennai, without renumbering? If I take the NOC, pay the roadtax in chennai, after surrendering the NOC, will I get the tax back (paid @ Bangalore)? If so, before what date, should I file the Noc? Also, the car is in my name. If I don't carry the NOC but carry my identity details along with the RC book, and If the police does any enquiry, how should I handle? regards Shiv
Dr. Pasricha Answers : Since you are going to stay for a period less than a year, you need not re-register your vehicle. However, you should inform the R.T.O., Chennai about your temporary stay.

 
HITENDER PAL SINGH's query :Sir, i am getting transferred from Baroda(Gujrat) to Noida-up.I have purchased MARUTI-ALTO in MAY-05.and is having GUJRAT number.What are the formalities need to be done to registered it in NOIDA-UP.oR can i take directly and drive it in NOida.
Dr. Pasricha Answers : You should obtain the N.O.C. from R.T.O., Baroda and physically present your vehicle to R.T.O., Noida along with Registration Certificate, Insurance and Road Tax papers. You wilt also have to show P.U.C. certificate.

 
VIKAS KAMBOJ's query :Sir, I have moved my bike from Meerut (UP) to Pune. I forget to take NOC from Meerut. So is there any procedure to take NOC from Pune.
Dr. Pasricha Answers : Unless you obtain the N.O.C. from Meerut, the R.T.O., Pune will not register your vehicle.

Dr. Pasricha Answers : Since you are going to use your vehicle within Maharashtra, there is no problem whatsoever.

 
RAVI SHANKAR NRK's query :Dear sir, I am a serving defence officer presently posted at Bangalore. I am under transfer to Visakhapatnam. I have 3 vehicles right now. 1. Bajaj Chetak 1994 model, bought and registered at Visakhapatnam and continuous to hold same number as I did not ask re registration or anything else on this vehicle. I have paid life tax when I bought this vehicle. Should I do anything for this vehicle now? 2. I have purchased a LML Trendy when I was posted at Tirunelveli District. I have tamilnadu registration for this vehicle. In 2000, I was transferred from Tirunelveli to Visakhapatnam. I was sure that I will never go back on transfer to that place so I have taken NOC to Visakhapatnam. But unfortunately before I moved out from there I received a fresh transfer to Bangalore. I have received a new NOC to Bangalore. Then, I have given all the papers to Bangalore RTO office and then they have told me to continue on the same TN registration. Life tax has been paid at TN in 1999 so they have not asked for any fresh road tax. I understand that serving military people are exempted from paying tax in the new state. Now as I am going on transfer to Visakhapatnam, can I continue with same TN number or should I require to change to Karnataka Number or ( I intend to come back and settle down at Bangalore in near future, 2-3 years) 3. I have purchased a second hand Maruthi Zen with Delhi Regn (1997 model). In order to change the ownership I have submitted the NOC from previous RTO office Ie Delhi to Bangalore RTO. They have told me continue the same number if I wish so. Now as I am going on transfer to Visakhapatnam, am I required to do anything for this vehicle. I do not intend to sell any of these 3 vehicles. please advice me . Thank u
Dr. Pasricha Answers : – I appreciate your concern. However, there is no special provisions in law for the officers who have to face transfer rather frequently. In case you move out from state to state you can keep the same registration number up to one year only. theReafter for the continued stay it is mandatory to get a fresh registration number of the state at which you are residing after one year.
