RAJENDRA's query : Dear Sir, I have a motor bike which I bought in Delhi long back. I have not been using it since it became too old and is troubling very often. Recently, I moved to Hyderabad. In the hurry of moving, I couldnt obtain NOC for the bike from Delhi. Now, I am not using the vehicle and is lying waste at home. My question is whether I can scrap this vehicle and if so, do I have to obtain NOC from Delhi? Also, what is the best way to scrap it without the worry about it being reused by unwanted people? Please help out.

Dr. Pasricha Answers : You will have to approach the R.T.O. in Delhi only with whom your vehicle stands registered today.

P.C.CHOWDHURY's query : Our office car was towed away from front of our office on 6-12-05 at about 1630 and we had topay Rs.300 to get the car back from Hauz Khas PS (Delhi-16). This is the first time this has happened in 9 years and, on enquiry, we were told that we need to "register" with DCP(Traffic) RKPuram stating where our office is located and get permission for regular parking. When we contacted the DCP's office, they were unaware of any such "rule"! Are we being harassed needlessly by the local towing agent? If there is such a "rule", please guide us how tocomply since the Delhi Police has not given due publicity. Thank you.

Dr. Pasricha Answers : There is no such rule that requires permission from DCP Traffic to allot you a regular parking spot. You must complaint to the DCP Traffic or Jt.CP Traffic about the towing van operators.

Sumit Ranjan's query : Dear Dr. pasricha, Greetings from Germany. I am an LMV-NT DL holder.My DL was originally issued at RTO Jamshedpur on 19.09.1996 and then due to change of address (shifted to Bangalore), renewed to computerised card at Bangalore(on 07.03.2005). The DL is valid till 18.09.2013. I am currently in Germany and have applied for conversion of Indian DL to german DL, so that I am be able to drive here. However, on my DL backside there is written "Restrictions: NIL SL#100" , the meaning of which is not clear to the RTO office here. Can you please let me know,what does this mean ? Is there any process/procedure document available which can clearly state what does this mean ? Can I find any such document on any internet site ? Kindly help . Thanks and Regards, Sumit

Dr. Pasricha Answers : MLV-NT DL means Light Motor Vehicle – Non Transport Driving Licence. This means you can drive only private cars but not taxis, trucks, buses, etc, which are transport vehicles. To my mind, SL#100 means that the speed limit is restricted to 100 KMPH and that you should not exceed this speed limit. I do not think there is any website on the subject.

VINAY JAIN's query : Sir, I am having problem in my left leg due to polio, but I can drive ordinary car very well. I can give any specific test to qualify any driving test. Can I get a driving license for ordinary car or I have to go for a specific modified car. If a modified car is required from where I can get it done and what is the procedure for that. Dr. Pasricha Answers : I advise you to approach your R.T.O. You will have to get a vehicle designed to meet your specific requirements and get it approved by the R.T.O. before taking to the wheels.

PRASAD's query : Dear Sir, I own a Gujarat registered vehicle which i want to deregister as it is very old and it would not be worth the while to find a buyer for it. Is there such a provision and what is the procedure? And are there certified agencies for dismantling /destroying the vehicle after deregistering ? Thanks

Dr. Pasricha Answers : You should approach your R.T.O. in Gujarat with whom it is registered. He will guide you appropriately.

R KAUR SONDHI's query : We are planning to shift to Hyderabad from Bangalore. Our car (Honda City) is barely one year old. I know that we have to pay the road tax again, also the entry tax is applicable for cars less than 15 months old. Please let me know if we pay our road tax after the car is 15 months old, then how much octroi do we have to shell out. Also do we have to pay anything else apart from road tax, registration etc after 15 months.

Dr. Pasricha Answers : If you register the vehicle after it is more than 15 months old, you will be saving entry tax. However, octroi will have to be paid, irrespective of the age of the vehicle. Such laws being State laws, vary from State to State. I advise you to confirm it from the R.T.O. in Hyderabad before taking the final decision.

K B RAO's query : Dear Sir, Presently I am staying in NOIDA (UP) and holding one car and one scooter both registered in NOIDA. Car is regestered in Sep 2004 and Scooter is registered in May 1998. Now I am permenently relocting to Hyderabad. May I know following information from you. 1. How to obtain a NOC for my vehicles. 2. How much time it will take to issue NOC by RTO. 3. What is the validity period for NOC once obtained. 4. Do I have to pay any registration fee in Hyderabad while re registering. 5. Any refund I will get from NOIDA RTO. So so how can I obtain it. 6. Will indiacar provide any consultancy / assistance to obtain NOC. If so I would like to know whom should I contact Thanking you K.B.Rao

Dr. Pasricha Answers : You should approach the R.T.O. in Noida and tell that you have shifted to Hyderabad and hence you want an N.O.C. It is generally given within a week and is valid for three months. At Hyderabad, you will have to present the vehicle physically along with registration certificate, tax and insurance certificates, PUG certificate, in original. You will also have to pay road tax as applicable in Andhra Pradesh and later seek refund from R.T.O. in Noida. You will also have to pay octroi tax. You may request some friend in Hyderabad to ascertain the details of taxes applicable in Hyde6rabad, today.

K.ARUNA's query : I purchased a car from a central govt. employee. He registered his car at Mombai and OTT paid.He got transfer to A.P. and transfered his registration to A.P. with same number and got exemption of tax. Now to get the car registered on my name I have to pay life tax in A.P. tO GET the refund of tax paid in Mombai who has to apply. Either previous owner or present owner (Myself) . What is the procedure and forms to be sent? Give details. With thanks

Dr. Pasricha Answers : I do not think the central government employee from whom you have purchased the car has told you the truth. There is no provision in law that gives him some special concession. When you transfer your car from one State to another you have to re-register it and pay life time tax and octroi, tax as applicable. If he has already paid life time tax in A.P., as indicated in your e-mail query, there is no reason why you have to pay it again in A.P.

PUNEET AGGARWAL's query : I am in Delhi and plan to go to Surat in my Santro Xing purchased in Delhi in Jul 2005 for some assignment. What is the maximum time period, I can stay there without paying octroi and road tax.

Dr. Pasricha Answers : The maximum period is one year during which you do not have to re-register your vehicle.

VENU MENON's query : Dear Sir, I shifted from Pune to Bangalore. I own a Motorbike, which I brought along. I have taken NOC from Pune RTO and the relevant Bank too. I paid the Road Tax, and have applied for Karnataka registration. But this is taking lot of time, its been around a month or so now that my documents are lying in the RTO. I am told it would take around 90 days to get a new number. I would like to know a) Can I use my bike with the Road Tax paid recpt in hand along with xerox of my papers? b) How can I get back the road tax which I have paid at Pune RTO? Dr. Pasricha Answers : I am surprised that it is taking too much of time. Normally, the formalities should not take more than seven days, provided all documents are in order. You can use Pune number upto one year, as per law. After re-registration and payment of road tax at Bangalore, you will have to apply to the R.T.O. in Pune for refund.
